Battery not charging

I have a98 Dodge Caravan only putting out 12.8 to13.2 volts. I've replaced both the Alt. And Batt. I started with low voltage and still have it HELP please

Could be wiring problem or the field generation driver in the computer

I've check all the wiring using a meter and everything checks good even the fusable link

I don't know if u got my response I have checked all charging wires including the fusable link I'm scared it's the EVR and if i'm right thats in the control mod. And is there any way to check without going to the dealer
