4L60E has problem shifting in drive

I have a 98 S10 ZR2 and when I place the tranny in drive it has no power and accelerates slowly, But if shift down to 1 and up it accelerates and has more power. It seems like the torque converter is locked while in drive. What could be causing this problem.

The transm could be in "limp mode" whereby it is locked in 3rd spped, thus the poor acceleration.

Have a scan done to check for trouble codes and let me know if any found.
