1998 CADILLAC DEVILLE
Do all 98 devilles have front electronic controlled struts, this appears to have regular style struts
have the same problem?

If there is no electrical connection on the struts, it is basic non-electrical. Usually that type of scenario would be seen on a base model Deville, as opposed to a Concours or D'elegance.
