Electrical problems

Fasten seatbelt light will not turn off and is fuses blowing on a 1997 toyota 4runner. Can't operated windows or electrical door locks. How can this be fixed?

What fuse is blowing? As far as the seatbelt light, check the wiring to the receiver on the driver's side. Make sure the plug wasn't disconnected.
