My car gave off a lot of white smoke from the tailpipe, with a very strong smell.

After I took the 1997 Toyota 4-Runner-4 cyclinder, with 275K miles, to the dealer, I was advised that I have a blown headgasket, because test reported that there was water in gasket number one. However, the engine would have to be sent out to a test shop, to determine what all was wrong with the heads, and it would cost me $4K.

What are the steps I need to take to determine what is wrong with my truck?

Thanks.

Most work shops can do a head check, this is a simple chemical test to check for Co in the cooling system, if so the head has a problem, with this proven, the head will have to come off for physical testing for warp, cracking & checked for corrosion around water ports, $4K is rubbish, go get a second opinion.
