1997 Lincoln Mark VIII Heater not working

Heater is not working, but fan is blowing. The heater hose gets hot.
Can this be fixed without removing the dash?

If the engine is warming up to a normal operating temp and both heater hoses are getting hot, there there has to be an issue with the blend air door. Yes, this requires a portion of the dash to be removed to access the controller.
