I have a 1997 GMC Sonoma, and the fuel gauge most of the time reads fuel when I turn on the vehicle, it dose move down a little bit when is almost empty, and when the turn signals are on it moves a little bit.

I would be checking the fuel tank sender, this sends the signal to the gauge to indicate fuel level.

It does go to empty when I turn off the key, and then goes back to fuel when I turn the key back on, do you still is the sending unit, and could the sending unit be replaced with out replacing fuel pump?

Normally not the case, but I would be checking with your local supplier for both new and after market spares a quick phone call will be the best way to go, here in Aust you normally buy a complete module.
