1997 Ford Explorer engine temp

Replaced radiator and thermostat but engine runs to cool and takes a while to warm up to half of normal operating temp thermostat check good and fan runs properly but engine will not warm up to normal operating temp

Does this year have electric cooling fans or a clutch fan?
