When the vehicle is on the road and gets to approx 65 MPH the engine will start to miss and the temp guage and the speedometer will fall like the car is off. The vehicle will also surge and miss only when the under power. This problem will not happen when in nutral or in park. The vehicle has also dropped to 9 MPG.

I have bought new battery cables and battery. I also had the alternator tested and everything checked out good. Could it be a body to frame ground problem?

A ground issue would be the next thing I would suspect.

Would the grounding problem also be the reason for the high speed miss?

The missing sounds more like possibly bad spark plug wires especailly since you said it does it under load. Is the missing worse with the ac on?

The miss is worse under load. I have not yet ran the vehicle with the ac on because it does not work. I just paid to have new plugs and wires put on and the problem is the same. Could I possibly have a cam sensor problem?

If you had a cam sensor issue it should set a code sounds like I would start with possibly a ground problem issue.
