The speedometer and tach are working intermittently

Recently bought 96 Jetta and the speedometer sometimes does not work, mechanic ran scan and shows no problems, does the cluster need to be replaced? The speedometer stopped working 12 days after I got my Jetta, then starts working again. It does this off and on. When its not working neither is tachometer, which seems to shake.

MY NEON WOULD GO OF AND ON SIMILAR TO YOURS

I REMOVED THE CLUSTER AND SANDED THE PRINTED CIRCUIT WITH WITH MILD SANDPAPER THEN I PUT A LIGHT FILM OF DIELECTRIC GREASE ON IT BEFORE PLUGGING THE CONNECTOR BACK IN

YOURS MAY NOT BE LIKE THAT, I HAVE FOUND ON CONNECTORS WITH PINS, EVER SO SLIGHTLY LEAN THE PINS OVER (BARELY, TOO MUCH AND THEY WON'T GO BACK IN), SOME DIELECTRIC GREASE AND RE-INSTALL MIGHT MAKE A BETTER CONNECTION
