1996 TOYOTA TACOMA
Asked before, no answer. Truck is a 4x4. Steering rack is bolted tight. Rack moves right & left when braking. Causing it to shimmy. Should it move.

No it should not move. The housing can't if it's bolted tightly but the rack inside it can if something is tugging on it. Most commonly that would be warped brake rotors.
