Steering problems 1996Lexus LS 400

1996 Lexus LS 400 is making an awful whining sound when I crank it and especially when I turn the wheel left or right. Is louder when car is stationary, but still can hear it when driving and turning. It is also getting harder to turn the wheel. This has become worse over about a months time. The car has about 140,000 miles on it. What is the problem? Also, It smells like Im burning oil or something when I start the car. :(

Did you check the fluid level in reservoir?

Seems fluid is insufficient resulting in the noise and heavy steering. Tha oil burning smell could be due to fluid leakages getting to the exhaust system.

I had similar issue with my 91 ls400. Turned out to be the power steering air control valve. It wore out and was pulling power steering fluid into the manifold.
