How do I tighten a tension pulley on a 95 plymouth voyager and replace serpentine belt

The tensioner maintains a constant tension (or is supposed to). A longish breaker bar with a 15mm socket on the tensioner pulley bolt will allow you to release the tension and slip the belt off the alternator with your other hand. If you need to change the tensioner, it connects to the front cover with a longish bolt. You might have to get under the car to see it.

Sometimes tensioners may freeze in place so you will have to check for that when you release it for the belt. There may be a mark for a worn one on it.
