Jeep Cherokee won't start

1995 jeep cherokee country - new starter, good battery - won't turn over at all. Lights all come on, it will start if crossing the connections on the starter with a screwdriver with key in ON position. How can I test ignition switch? Other possible trouble spots?

Check the starter relay. It is in the power distribution box under the hood. Switch the relay with one that has the same part number. If that works, just replace the relay. If it doesn't, check to see if there is power to it. If no power, then move to the switch. To test it, I recommend having it done by an auto electric company.
