No heat in Dodge Intrepid

I have a 1995 Dodge Intrepid that I can't seem to get any heat in the cabin. I have replaced the thermostat and the radiator cap. The top hoses are hot, but the bottom hose that comes out of the radiator is cold.

Feel the heater hoses. They should be too hot to hold onto for very long. The cold lower radiator hose just means the radiator is doing its job. If the heater hoses are cool, suspect a plugged heater core. Usually you can flush it with a garden hose. If the hoses are hot, suspect a problem with an actuator on the heater box or with the controller.
