1995 Dakota Sport, 2.5, cooling problems

I have replaced everything in the cooling system. I am still having a problem with it not cooling consistently. I can clearly see on the temp gauge that the thermostat is cycling. However it will not except on rare occasion hold any kind of a consistent temperature. Just replaced water pump, radiator, thermostat, belts, and hoses. Also no fluid loss or visable leaks. Please give me some suggestions. At my wits end here. Also I lose my heat at the strangest times. No consistency there either. Help please.

Make sure the system is building pressure. Pressure check the system. Make sure the thermostat is a 195 degree thermostat so the engine has a chance to open. Other than that, you have replaced everything. Make sure the gauge is working properly (sending unit) and gauge.
