Shift lever (automatic) will not change gears, just moves freely, shift lever not broken, rod running down moves

There is a black plastic part that rod runs to, I cannot see past that, I assume it contains a cable, but cannot see if cable is moving, cable does nothing down at transmission, so I would guess it is under dash in cab where the problem is.
