Fuel Pressure

My s-10 pickup wont start and I have spark. I checked my fuel pressure and at the motor I was only getting 10 pounds (not enough) so I replaced the fuel filter, fuel pump and the strainer on the bottom of pump. Still only 10 pounds of fuel pressure. I then took the box off and checked the pressure at the tank and still only 10 pounds. What can I do now to solve the problum? This is a 1995 s-10 4x4

What do you have -A TBI or CPI fuel injection system?

TBI: 9-14psi

CPI: 60-66psi

Sometimes I tee-in the fuel pressure gage in place of the fuel filter. Usually when there is no schrader valve, if quick connect filter, a little more problem-matic. If you can, block the return line, see if pressure builds. I wouldn't let it build much over 60 psi. With the spider fuel system, pressure is usually around 60--66 psi. The fuel pressure regulator might be causing a problem.
