What is the normal fuel pressure of this car at idle?

What is the normal fuel pressure of this car at idle? Mine was at 23 is this normal. Fuel pump or fuel pressure regulator?

The fuel pressure spec is 41-47 psi. I would suspect the fuel pump.

Wouldn't the fuel pump just stop all the way? It runs fine when you first start it. But if you go say 10-20 miles shut it off it will not start again for an hour or so. It has been doing this for quite sometime now.

A weak fuel pump will produce lower than normal pressure. It's a good sign that it's about to die.
