Will not warm up to above

I have a 94 chevy c1500 pickup with a 350 motor and automatic. The pickup will not warm up to above 130F. The following are the step that I have already taken.

Flushed coolant.
Checked Fan
Looked for leaks

The readings came from both my gauge and an IR heat gun

Does it have a thermostat in it?Does it have coolant or water in it?

It has had 3 195 deg thermostats in it, it is presently running a 180 deg thermostat. I am running 50/50 mix coolant.

Have you tried a coolant flush?This application doesn't have an electric fan right? It is mechanical only attached to the water pump isn't it?

I have had the pickup for about 4 years and the problem did not start until last year about this time. I have flushed the system out about 4 times. The last time that I did it was with straight water, directing the water from the heater core and from the top of the motor. One thing I did notice with all my hoses off, I could water up to the top of the motor but I could not get it to over flow unless I plugged bottom of the water pump. The fan is on the water pump and is not froze up.
