It feels like the clutch isn't pushed in all the way but it is. Does't do it all the time just when ever it thinks it wants to. And I have noticed it doing it once after I had washed it but doesn't do it in the rain.

Does the steering wheel shake when hitting the brakes?

I couldn't actually say. It doesn't seem to. The whole car****** back and forth just as it would if you were taking off and not releasing the clutch and giving it enough gas at the same time.

Sounds like you have some warped rotors or drums.

Warped rotors or drums or possibly sticking slide pins if it is 4 wheel disc brakes.
