1994 Chevrolet Camaro Car wont start

So I heard ticking noise from the starter so I changed with new starter. Still had nothing someone told me to check rockers the could be to tight so I loosened all of the to where they can shake now still nothing so I tired to turn crank bolt and it wont budge which it did before when I was setting rockers. Im stuck please help

Are you sure the battery is charged? Can you turn the engine by hand?

The battery isnt the greatest but I cant turn engine by hand but I could turn a little if someone turned ignition and I tured by hand it would turn about 1/4

Okay. Do this. Remove all the plugs. Make sure to mark which plug wire goes to each cylinder. Once they are removed, see if it will crank. Also, if it does crank, see if any liquids come out of the cylinders.

Please! Do not try turning it by hand while someone turns the key. If it does decide to turn, the fan could seriously hurt you!
