I have a 1993 subaru legacy that will start and the engine will rev up in park or neutral however, when you put it into gear you have to pump the gas to get it to barely go and it acts like it is not getting enough fuel. We have taken off the catalytic converter to see if that was the problem and before doing that it would not go at all.

You sure the transmission is not slipping? If not could be caused by one of the following

Oxygen sensor.
Catalytic converter.
Fuel injectors dirty/sticking.
Mass airflow sensor/Airflow meter.
Throttle position sensor.
Crankshaft position sensor
Knock sensor
Manifold absolute pressure sensor.
EGR Valve
Fuel pressure regulator leaking or defective fuel pump.
Fuel contamination.
Foul/defective spark plugs.
Open spark plug wires.
Ignition coil/Coil packs defective.
Incorrect ignition timing.
Cap and rotor.

Note:If it doesn't apply disregard it and keep testing.
