1993 Buick Park Avenue Starter whinning

How can I test to see if my starter is out or if its the solenoid or relay starter or starter itself? Could the anti theft have anything to do with this because my interior light for ant theft is staying on

Yes, it's called a passkey. I have actually had one go out before. Take the key to a key smith, some may not have the device to test it. If they don't you may have to go to a dealership and have them test it. If it is malfunctioning you will have to replace the key. I would start with this before going any farther with the starter.

You bet. Hope it all works out, they shouldn't be more then $30 bucks to replace. Take your vin number also in case they cant read the key.
