1992 Toyota Camry starting

Have a 1992 Toyota Camry. Starts up on first try, then if you shut it off it will not start again. After 15, 20 minutes starts right up. Battery is fine, changed starter, same problem. Have checked relays and fuses. Relays click but will not start. Any ideas? Ignition maybe?

Do you mean the starter is not cranking when it fails to start?

Clarify, starter does not turn over or try to crank.

In his frustation of tearing the the car apart to change the starter relay fuse, he forgot to hook the wire back up on the starter. Just hooked it up and car is cranking fine, every time. Must have been relay. Thanks for your response and your beginning attempt to help us.
