Handbrake stuck slightly on

The handbrake still has the full range of motion, and when pulled 3-4 "clicks" it still works properly. But when releasing the handbrake it looses tension around click 2. I noticed the car wanting to stall coming out of first gear, and when I arrived at my destination the front brakes were cool, and the rear brakes were too hot to touch and smelled of. Well. Melting pads. Is there a release switch for the handbrake elsewhere on the car? Any help would be appreciated.

So do you have rear disc or drum brake's?Also the the ebrake handle is fully releasing the handle goes all the way back down?

It has disk brakes, front and back. And yes, the handle is releasing all the way back down, but the tension in the handle goes away about half way down.

If your rear disc brake's are hanging up and you think it's because of the ebrake then I would unhook the ebrake cable's from both rear caliper's and make sure the ebrake arm's on the caliper's aren't hanging up. Also that the caliper pin's aren't frozen up and are moving freely. Those are the two main thing's I have seen happen on the car's that are driven in the salt and snow.
