My 92 Honda accord just won't rev past 3 rpm it runs fine once you get it started but it just doesn't want to go past 3rpm in any gear I can only get it to go 70 mph nothing past that because then it starts bogging down

Have the exhaust system checked. It sounds like the engine cannot breathe and the cat converter may be clogged

If the cat converter is clogged, it cannot be cleaned, it will have to be replaced.

You can disconnect the converter at the inlet and try driving it to see if the issue is gone
