What would cause a 1992 Ford F-150 to flood out when starting it?

I'm thinking of buying this truck, but have not seen it yet. The owner advised me of the problem. I'm wondering if this is going to be a pain to fix.

How does it run once started? How hard is it to start?

I'm assuming it runs fine, because he towed a trailer today. I've not driven the truck yet (will tomorrow). If it's not a pain to repair, I'll probably buy it for a work truck
