How would you hook up a toggle switch to turn.

What did you determine is the issue? Did you check as I suggested?

You need a single pole double throw switch capable of handling heavy current.

Attach the wire from the headlight switch to the center terminal, low beams to the upper and high beams to the lower.

I still think it is easier to fix the problem rather than go around it.
