Car won't start

I have a 1991 mercury sable GS and it will not start the lights come on but it will not crank

Possibilities here could be the starter, starter relay, transmission position switch and ignition switch assuming the battery and connections are good.

The radio and everything comes on but, it just will not crank it makes the noise like its going to start then it doesn't
