How can I get a key without a security chip in it to start my car

I just bought this car and it doesn't run at the moment but the guy I bought it from lost the original key with the security chip in it and now all I have is a key without a chip that will unlock the steering wheel but not start the car. The dealership says I have to have plates and insurance before they can order me a key but I can't get plates until it can pass inspection so how can I get the car starting with the key without the chip in it?

Sounds like a catch-22. Maybe the dealership can smog it. As far as I know, you've got to have the chipkey to get it started.

Yeah, but you'll need the key for it. The chip system integrates with the ignition and anti-theft systems.
