My 1990 Acura Integra is heating 203,000 mile.

My 1990 acura integra is heating 203,000 mile aprox. My fans dont go on when engine heats up ive changed the blown fuses under the hood and under the driver side ive manualy tested both fans and they turn on I bout a new relay sensor n need to buy one more the ac fan has the new sensor the big fans is only turning on when I connect it directly to the battery n the small fan usualy tends to follow other thn tht the small fan will not go on I need help locating the fan switch n open to any suggestions that will help start these fans from not starting
