1989 Honda Civic running rough

1989 honda civic running rough and not idleing well when cold. Replaced PCV and now it is still running rough and keeps fouling one of the spark plugs and seems to be not running on that cylinder. Any suggestions?

Have you checked for vacuum leaks? The plug that fouling, if you remove it, is it wet with gas? What color is the plug? Are you getting any smoke from the exhaust and what color if you are?

It is not running on the Number 2 cyclinder and when my husband removes it, it is wet with oil. He can clean it, replace it and then remove it and it is wet with oil again. It now boils smoke and it is blue. I am afraid this may be the end of the motor. Would be great if I can save this car since I can't afford another one. Please advise. Thanks

If it is getting that much oil on it, I need you to check compression in that cylender and are you able to check to see if the timing is correct?
