The fuel regulator was bad but after I replaced it now it wont start at all and it acts like its not getting any fuel. Could this be the fuel pump?

You will have to use a fuel pressure gauge to determine that.

Should have 35-45 engine off key on. Short the STO fuel pump test pin, short end of connector to ground with a flying lead. You should hear the pump as well.
