1989 Ford F-150 idle

It is efi and wont idle properly have installed new air fuel control, plugs, wires. Have no check engine light. If I unplug air fuel control and raise idle if runs and idles fine. What else can I try, was hoping you might have and idea what is wrong with it.##########################################################################################################################################################################################################################################################################################################################################################################################################################################################################################################################################################################################################################################################

Run a scan first, not all faults will set a MIL.

I have a obd2 scanner wont do anything under 1996 what scanner do I need
