Should a stock 1989 corvette be able to spin its tires?

Possibly not. A friend had a few and told me about something that limits horsepower to prevent tire spinning. Sounds like he was talking about an early version of traction control but current systems utilize the anti-lock brakes for that additional feature. I think the older systems retarded ignition timing.
