Were the fans tested and confirmed to be good?
Did you check the fuses and fan relays?
The fan switch is at rear of engine, near thermostat housing.

That is strange because if the EFI relay is fulty, you would not be able to start engine.

The idle control or cold start system has a faulty and start with the basics.

Check the coolant level. Ensure hoses to IAC Idle Air Control and FITV (Fast Idle Thermal Valve, this is for cold start to increase the rpm) are not clogged.
Ensure the idle adjust screw has not worked itself loose.
Check for vacuum leaks.
If the MIL is indicating, retrieve the trouble code and let me know what it is.

Turn signal and hazard lights uses different fuse and if fuses are goos, you need to check the switch and its wiring.
