Exhaust flanges

What is the purpose of exhaust flanges with headers on high performance vehicles? I have been told it will add HP to the vehicle?

What are you calling a flange? Headers end in an outlet called a "collector"

The flange is mounted to the head and the header mounts to this flange.

That's just to create a mating surface so the individual pipes can attach to the head.

The headers themselves add the horsepower by decreasing backpressure and making it even to every cylinder.
