I did not hear the fuel pump at run position, I checked voltage at the fuse block ( 9.84 volts) while egnine is cranking. I revieved the same reading at the fuel pump. When the kep is turned to the on position, I get no voltage reading. Is that normal?

I checked the voltage at the relay. Everything was fine but I changed the relay anyway. I still do not hear anything at the fuel pump but I can feel it click when I try to start it.
