I hate to ask this, but does it have a carb? 83 has been awhile for me. Also, have you checked for vacuum leaks? Have you checked fuel pressure and volume? Have you checked the catalytic converter for plugging?

I would recommend checking fuel pump volume as well as checking for intake leaks.
