1982 Chevrolet Caprice car won't start

Car has no spark when I turn the key on when I turn the key back to the off position it gets spark and kicks a little like it wants to start. What does this mean? I've changed distributor cap and rotor spark plugs and wires ignition modular ignition key housing ignition switch. Please help me figure this out.

The usually means the coil is not receiving a pulse signal when cranking. If you have already changed the ignition module, that would leak the pick up coil in the distributor as the most likely suspect.
