79 Deville rear brakes

79 deville rear brakes, the brake shoes on this model there is a primary and a secondary shoe on both sides I replaced drivers side and secondary shoe (parking brake shoe) was in the back which is common but when I went to passenger side the parking brake was in front does this mean secondary shoe (parking brake long shoe) goes in front, when disassembled primary shoe (short shoe) was on parking brake is this right?

Your thinking is mixed up. The shorter shoe always goes to the front. The parking brake cable pulls on a lever to push the two shoes apart. It doesn't matter which shoe that lever is attached to. It's applying both shoes, not just the one it's attached to.
