78 buick lesabre as a transmission problem. I droped a 350 engine and tranny in it but my transmission rides 1st gear all the way out to the max and then when it does finally shift it******. But my main issue is that it won't shift gears.I'VE ALREADY CHANGED MY MODULATOR VALVE. PLEASE GIVE ME SOME KNOWLEDGE ON WHAT TO DO?

Your shift linkage is out of wack, & needs to be adjusted.

If the trans is a 78, make sure there is vacuum to the modulator. If there is, remove the valve body and make sure it isn't gummed up inside.
