Beetle will start and run but has issues getting started

About 60 percent of the time the bug has trouble getting started. It chuggs but doesn't always fire. I changed all plugs and cables and there is a good spark. Oil is clean and obviously there is gas. The motor is an 1835cc with Holley Carb ( freshly rebuilt). I can't for the life of me figure out what is causing the issue

Is it mostly when cold or hot? Is the choke working correctly?

Well it started when it got colder. As far as the choke goes, its electric but I think the previous owner rigged it to be a manual choke.
