Fuel pump

I took off my old fuel pump and now want to install the new one. The little rod that I need to make sure is up inside the the motor where the pum inserts is down. I was told to bump the motor to raise it so I can install the pump. So bumping the motor didnt work. I turn the key but dindt let it start up basically. What else can I try to get the rod up so I can install the new pump?

How do I do that? The lower belt not connected to the alernator should be the one turning the crank right? So I will need to take the belt off and everything in the way until I get to the bare block? Once I remove the plates or belt wheels I should see a bolt or something that I can turn?
