This is a block drain tap, it will be blocked with sediment in the water jacket.

The item you have indicated is a tap to drain coolant from the block, it must be closed at all times except for draining the coolant, it will be blocked with sediment that has built up in the cooling system, if you unscrew it from the engine and prod the rust you will see coolant flowing. No 23 & 24 are two types of drain taps used.

Remove thermostat bottom hose and back flush till system runs, clean you can mount coil off the engine and away from direct heat, this is not a problem.
