Ok I got a 95 nissan pickup 116000 miles v-6 3.0 4x4. I was checking the timing and it is off just a hair, so I loosened the distributor bolt to move it when I grabbed the dis, it shocked me, is it supposed to do that or do I need to shut the truck off move the dis, start it back up and see how far off I am with the light, im pretty sure its not supposed to shock me.

Did you disconnect the TPS before you start your ignition timing. Getting bit by the secondary high voltages is no fun. Shoot it and when it lines up while moving the distributor-lock the holdown bolt and don't forget the TPS.
