Won't crank over? - Blowing 40 amp fuse F1.07?

Initial symptom was the car would not start. No clicking at the starter was heard. Swapped several relays, still nothing. Found the battery pos cable disconnected at the starter. Connected and still did not start and would often not even turn over. Replaced 10 year old battery, still same result but after a few more tries blew the 40 amp fuse (F1.07 Starter Relay/Ignition). Upon replacing fuse, still blows after 2 or 3 attempts to start. I have looked at a few wiring diagrams but still can't determine what is in that path. Could it be the pos battery cable shorting or is it some place else.

Hello,

It does sound like a wiring issue, might have a short somewhere.
Please note that it still can be the starter that is faulty.
