Tension-er pulley remove and replace

Specifically, are there any specific say torque specs. Compression requirements, or details applying to this items replacement? FYI this is a DIY. I am reusing the existing apparatus only replacing the pulley wheel assembly. This is something I have not been able to pin down. Also, any tips regarding the cover plate assembly removal and reinsertion? I would prefer not to break the timing chain cover.
