Temp gauges

When I start the engine the temperature gauge going to fast (in 2 minutes) at normal even if its cold outside, but never goes over heating. What is the problem?

It may be the temp sensor or if it has a switch that. Or might may be a bad gauge as well but only going to normal I would rule that out. It is item 2 in pic you can check resistance of it see chart. Left side is resistance in ohms.
